MoSCoW is a widely-used prioritization technique that classifies every requirement, feature, or piece of scope into four buckets: Must Have (non-negotiable for launch), Should Have (important but not critical), Could Have (nice-to-have if time permits), and Won't Have (explicitly out of scope this time). Developed by Dai Clegg at Oracle and now a staple of Agile and DSDM projects, it's one of the fastest ways to build stakeholder consensus on scope.
